But AMD Catalyst Control Center (version 1.00) and the Windows Device manager shows the graphics driver is the latest one and is up to date

After uninstalling Catalyst control center and the AMD driver(s) and re-installing the same multiple times with the new Catalyst Crimson version and the Radeon Crimson graphics update as per the provided AMD KB :

On applying the new available update either through the third party app or manually :
Freezes the resolution after a system restart from 1920 x 1080 (recommended) to 1280x1024 or to a lower resolution which just zooms out the desktop making it visually unpleasant to work with. No error response comes up for anything,

This is the latest version of these drivers, compatible with most AMD-based video cards and modern PC operating systems.
This is the final, WHQL version of these drivers and replaces all previously available drivers. You should install v19.30.01.29 if you have a supported AMD or ATI GPU running any previous driver release, including any beta version.
